What is Illegal Shift?

An illegal shift is a five-yard penalty against the offense that is called when an offensive player fails to "set" before the snap.

Sporting Charts explains Illegal Shift

An illegal shift can be called when any of these happen: a player is not in motion but is not set before the snap of the ball; more than one player is in motion at the snap; after more than one player was moving (shifting), all 11 players have not been motionless for one second. This penalty is commonly called in the two-minute drill, when the team is trying to move the ball quickly and does not take time to set before the ball is snapped.
