What is Leaping?

An unsportsmanlike penalty called when a player, who is not within 1-yard of the line of scrimmage, running forward and jumping or using a teammate as a launching point to propel higher and block a kick.  The resulting penalty is 15-yards and an automatic first down for the offense, or if the extra point or field goal is good then the penalty is assessed on the ensuing kickoff.

Sporting Charts explains Leaping (penalty)

The rule is in place for player safety, dissuading a player to take a running start, launch in the air, and land on another player.

Leaping is a penalty in NFL and NCAA football.
