What is Aggressor Penalty?

A penalty in hockey that is assessed to a player who engages an unwilling player in a fight.

This differs from an instigator penalty in that it is only awarded in situations where the other player is unwilling to fight and throws no punches after the aggressor engages while the instigator penalty is assessed when one of the fighters showed over aggression (gloves off first, charged from a distance, etc.).
