Those who lead the league in stolen base attempts are those who try to steal second or third base (or in rare instances, home plate), regardless of their success rate. Those who attempt a lot of stolen bases generally have a greater success rate than those who try fewer. At the same time, however, when opposing teams are pitching with a runner on base known to attempt a lot of stolen bases more attention will be paid to that runner and more measures will be taken to minimize their effectiveness on the basepaths (such as throwing to a base more frequently before a pitch to keep them close; more pitchouts; pitchers will use the “side step”).
