This is not a particularly helpful statistic for looking at the best pitching staffs throughout baseball, as stolen bases have been generally down throughout baseball for a number of years. Additionally, teams with high strikeout totals, a much better measure of a pitching staff’s quality, can lead to more stolen bases as power pitchers take longer for their delivery to be completed, thus allowing baserunners fractions of seconds longer to safely steal a base.  Furthermore, a team’s catcher can have as much of an impact on controlling an opposing team’s running game (good or bad) as a team’s crop of pitchers.
